Characteristics of the branch of study Informatics in Public Administration:

The University of Pardubice, the Technical University of Liberec and the University of Hradec Králové have created a joint doctoral study programme called "Systems Engineering and Informatics". The study programme is implemented as an interconnected activity of all three participating faculties – not a parallel study at the participating faculties, but a joint study – characterised by the mobility of both students and teachers. Due to the professional specialisation of the participating faculties, the proposed study programme is divided into three fields:

  • Managerial Informatics (guaranteed by the Faculty of Economics, Technical University of Liberec)
  • Informatics in Public Administration (guaranteed by the Faculty of Economics and Administration, University of Pardubice)
  • Information and Knowledge Management (guaranteed by the Faculty of Informatics and Management, University of Hradec Králové).

Informatics in Public Administration is based on the development of information and communication technologies (ICT) focused on public administration (state administration and regional governments) with an emphasis on data security and protection. It is characterised not only by the creative use of ICT, but also the creation and use of specific tools to support decision-making (geographic information systems: GIS) within the territory.

Objectives of the branch of study:

The study is aimed at mastering highly developed information and communication technologies with creative application to public administration. Creative use of GIS technology includes the creation of own decision layers of the spatial model of the territory, the creation of distributed databases, and the issue of minimising the volume of transmitted messages. There is also focus on the development of user-friendly technologies, especially for public relations with the public administration sector. Last but not least, the study also focuses on the issue of obtaining information from information sources for both citizens and the public administration sector.

Graduate profile:

The graduate of the doctoral programme Informatics in Public Administration is profiled for the highest positions as IT experts in statutory and large cities and regions. They are ready to independently solve, or lead a team to solve, complex problems in building and maintaining databases, information transfer, remote connection of institutions, security, and protection of data and information. Emphasis is placed on the creative application of knowledge, taking into account the expected development and changes in the style of work of public administration bodies and institutions. The graduate of Informatics in Public Administration has mastered the principles of scientific work, scientific formulation of problems, legal and environmental aspects of new products, and ethical and social aspects of scientific work. They are able to present the results of research in various forms, including publication in scientific journals and proceedings of scientific conferences.

Initial requirements for applicants:

The applicant should be a graduate of a postgraduate study programme in informatics or another related study programme. In the field of economics, the applicant requires university knowledge of microeconomics and macroeconomics, business economics and individual basic economic disciplines, and knowledge of the application of technical, software and communication tools in management, as well as ways of obtaining information from information sources. In the field of informatics, the applicant requires the ability to design simple database applications, knowledge of CASE resources, programming principles, basic tools to support the decision-making process, general knowledge of modern information and communication technologies, and knowledge of system approaches and analysis. In the field of language skills, a working knowledge of English is required.

Focus and scope of required knowledge and courses:

The courses included in the standard study plan as compulsory or compulsory elective options are designed to enable the student, in cooperation with the lecturer in the doctoral study programme, to obtain a sufficient basis corresponding to the current state of knowledge in the field to which the doctoral study programme belongs. To achieve the required knowledge, the student chooses the courses in connection with their research orientation and the focus of their dissertation.
